formation / Purpose of the Eastover Sanitary District

- Structure AND Authority
- ESD is a body politic, created by state statutes. A sanitary district has the same general powers and authority as a city, town or county. The only exception is that a district cannot have a law enforcement system.
- leadership
- ESD is a three-member board that is elected by the citizens living within the district boundaries and runs the District. The board members serve three-year terms.
- Ownership
- ESD owns the water and sewer systems, this means that the customers of the ESD own the system, not PWC, the City of Fayetteville or Cumberland County.
